Founded in 2024 and registered in 2025, the Hekima Alliance Party is a political organization seeking to challenge Kenya’s entrenched political and economic systems. Grounded in the principle of Hekima Mashinani (Wisdom at the Grassroots), the party’s philosophy centers on economic justice, social inclusion, and participatory governance.
In a step toward redefining Kenya’s political and economic future, the Hekima Alliance Party (HAPA) was officially unveiled today in Nairobi, after being granted an operating certificate by the Office of the Registrar of Political Parties.
In a statement read by Prof. Fred Ogola, one of the party’s founding members and political economist, HAPA laid out a unique and ambitious ideological foundation. The party, which styles itself as a citizen-first, anti-elite movement, proposes a welfare-driven approach to governance, centered on an economic framework they have dubbed EVOLVE.

“Kenya has only two tribes—the looted and the looters,” said Prof. Ogola. “When the looted unite, they can form government and reclaim this country from cartels, dynasties, and political monopolies.”
A PEOPLE-POWERED PARTY
According to Prof. Ogola, the Hekima Alliance Party will not operate like a political “kiosk” where tickets are sold to the highest bidder. Instead, it vows to democratize party nominations—from presidential candidates to ward representatives—through grassroots structures that empower local communities.
“We will not have a party leader who hides both the nomination tickets and party checkbooks under their mattress,” he added, criticizing Kenya’s long-standing tradition of patronage politics. “This is a party of the people, by the people, and for the people.”
The party emphasized inclusion, noting that youth, women, persons with disabilities, and professionals will be deliberately integrated into political leadership. Unlike traditional parties where the youth are used as mobilizers and not decision-makers, HAPA promises to make room for Kenya’s educated and entrepreneurial generation.
THE EVOLVE MODEL: A BOLD ECONOMIC AGENDA
At the heart of HAPA’s ideology is EVOLVE, an acronym that defines the party’s socio-economic blueprint for Kenya’s future:
- E – Economic Turnaround: Revive stalled industries like textiles, sugar, tea, meat, and tourism to generate employment.
- V – Value Generation: Unlock dormant sectors including mining, blue economy, the digital and green economy, and boost the informal sector.
- O – Optimizing Talent: Harness youth creativity in areas like tech, AI, arts, and sports. Implement skills development and leadership apprenticeships.
- L – Leverage on Strategic Partnerships: Attract ethical investment through transparency and streamlined governance. Avoid bureaucratic waste.
- V – Vulnerability Management: Tackle inequality by investing in marginalized regions like North Eastern Kenya, urban informal settlements, and fragile sectors like smallholder farming.
- E – Environmental Stewardship: Protect critical ecosystems such as the Mau Forest and Lake Victoria, create green jobs, and build resilience against climate change.
Ogola explained that EVOLVE was more than just a manifesto—it is “a movement toward building a Kenya where everyone, especially the most vulnerable, gets a seat at the table.”
ANTI-CORRUPTION, ANTI-CAPTURE, ANTI-COLONIAL ECONOMICS
The Hekima Alliance Party did not shy away from challenging the country’s prevailing economic order. In its statement, HAPA denounced what it described as “economic colonialism,” citing government expenditures on foreign-owned companies and imports that could be replaced by local alternatives.
“For instance,” Prof. Ogola noted, “government vehicles are serviced by Toyota Kenya for over KSh 6 billion annually. Yet we borrow loans from Japan to fund development. We’re simply buying back our own money at a cost.”
Instead, HAPA advocates for local economic empowerment, proposing that national infrastructure projects be awarded to Kenyan-owned firms, with foreign companies only participating where technology transfer and skills development are guaranteed.
PARTY’S FOREIGN POLICY: KENYA FIRST
In international affairs, the Hekima Alliance Party commits to a Kenya-first foreign policy. The party vows to reject trade deals that undermine Kenyan industries, and resist agreements that import labor while leaving local workers jobless.
“All trade agreements will prioritize Kenya’s economic sovereignty,” the party stated. “We will only open our markets where we lack a competitive advantage—and even then, on our own terms.”
The party added that multinational corporations would be welcomed only if they contribute to knowledge transfer, local industrialization, and dignified job creation.
A CALL TO ACTION: EVOLVE WITH HAPA
In its closing message, the Hekima Alliance Party invited Kenyans from all walks of life to join the movement, urging the “looted” majority—those who feel marginalized, burdened by unemployment, heavy taxes, mobile loans, lack of insurance, and unaffordable food—to unite.
“We call upon all Kenyans to EVOLVE with HAPA,” Ogola declared. “Let’s build a country where our raw materials, talents, and ideas benefit Kenyans first.”
